Can one make a story or movie with the following characters?

No because they are properties of whoever made it. Them themselves are copyrighted. You could however change there names like "Dount Cracula" lol idk. All I know is you can't use there names but you can use a mummy,werewolf,seamonsted,and a giant Ape. However if you use someone with a name like Frankinstien or Count Dracula or The invisible man you have to change their name a little bit.
