Can you help with my motorcycles throttle?

When I bought the bike it had ape hangers on it. I wanted to put the regular handlebars on it. The guy I bought it from said he put the highest bars he could without changing cables. Now with normal handlebars on the throttle sticks. Could the old cables be stretched now?
